Council Appointment

On March 3, 2020, the City of Torrance held its first City Council District election. Councilmember Chen was elected to the District 2 seat, vacating his at large seat. Under Torrance City Charter Section 601, a vacancy is created with the election and under Section 603(a) the City Council shall appoint a new member within 30 days of vacancy. 

The residents of the City of Torrance passed Measure E which changes the City's Charter Section 603(a) from 30 days to 60 days to fill a vacancy to correspond to the Elections Code. This change has not been filed with the Secretary of State. Therefore, this vacancy falls under our existing Charter Section 603(a) requirement of 30 days. 

The 30 days begins the day after the installation to the District 2 seat and the last day to take action is Tuesday, May 12, 2020.
